Terms of use
Detailed conditions
- This is an agreement between The Agency For Urban Environment in the City of Oslo as a provider and the
customer as a buyer
- The agreement applies to an app that supports paying for parking and the studded tire fee
- The agreement is valid from the time that the customer accepts these terms
Parking
- The customer is responsible for providing the correct parking zone (“takstgruppe”) and licence plate number
for each parking transaction
- The app only supports one active parking session per user account
- Parking must always adhere to applicable parking rules and regulations
- Payment through this app only applies to municipal parking spaces in Oslo
- Payment must be started immediately after the vehicle is parked
- When reaching the max time allowed to park in a parking zone, the customer must remove the vehicle from the
parking space
Studded tire fee
- The customer is responsible for providing the correct licence plate number when paying the studded tire fee
- When paying the studded tire fee, the customer is responsible for specifying the correct weight class for
the vehicle, and whether it weighs above 3500 kg (“tung”) or below (“lett”)
- The app supports only one active studded tire fee session per vehicle
- Only the seasonal studded tire fee can be cancelled, not the daily and monthly fee
- When canceling the seasonal studded tire fee, the customer is refunded for the remaining period down to a
minimum amount equaling the cost of the daily studded tire fee for a vehicle in the low weight class
- The monthly studded tire fee is valid for the current month only
- Studded tire fee must be purchased before driving within the municipal boundary of Oslo municipality
Payment
- The agreement gives the customer the right to use the app free of charge as a means of paying for the
services that are offered
- The agreement gives the provider the right to charge the customer's payment card for the services offered at
the current rates
- To pay with the app, sufficient payment card coverage corresponding to the purchase price is required
- If the payment card has insufficient funds, the connection to the payment provider is down or the app is
temporarily unavailable, the customer is obligated to pay by other means
- Payments in the app are handled by Nets, who provides a secure electronic payment solution. Data storage of
personal information, including storage of payment card should comport with with the Privacy Regulation, the
Personal Data Act, and other relevant legislation. Payment card number can only be used for payment
transactions and can not be used for other purposes. This does not prevent the retention and disclosure of
information as a result of statutory claims.
- There will not be stored any payment information in the app. The card issuer's name, the credit card's last
four digits, and the expiration date are stored in order for the user to know which card they have used.
Term and Termination
- Upon a breach of contract, The Agency For Urban Environment can immediately terminate the contract with the
customer without prior notice
- Upon a breach of contract and following termination, the parties’ unsettled obligations, including the
customer's outstanding payment obligations, are still in effect
Processing and use of personal data
- The Agency For Urban Environment only records data necessary for managing your customer relationship and the
data is stored within the EU. Registered data is processed in accordance with applicable laws and
regulations
- Personal information, like postal number and zip code, can be used for statistics and to more easily lookup
information in Bymiljøetaten's internal systems. Giving this information is optional. If you give this
information you consent to it being used for statistics.
Statement of consent
I agree that the municipality of Oslo, Bymiljøetaten (data controller) processes personal information about me
for use in statistics and to more easily lookup information in Bymiljøetaten's internal systems. Personal data
includes zip code, which is used for statistics, and telephone number, which is used to lookup information in
Bymiljøetaten's internal systems.
I am informed and aware that at any time, I can withdraw my consent.
I am informed and aware of my rights as registered under the Privacy Regulation, for example, my right to require
access or correction of my personal information.
I am aware that there is more information about the data controller's use of personal information in the Privacy
Policy, which is available at the link at the bottom of the page.
I am informed of the following recipients of my personal information:
- Amazon Web Service (AWS) is the data processor for personal information. The system is owned and operated by
Bymiljøetaten, but with cloud-based storage.

Processing of personal data in the municipality of Oslo, Bymiljøetaten
When using the mobile application, the municipality of Oslo, Bymiljøetaten will process personal information
about you. Below you will find information about the personal information collected, why we do this and your
rights related to the processing of personal data. The data controller is the municipality of Oslo,

1 Why we collect personal information and what information we collect
We collect and use your personal information for the purposes stated here:
- User creation: E-mail address, phone number, zip code and registration number on car, limited bank card
information and language. Email address is used to identify a user. Registration number and language are
used to make the app more user friendly. Zip Code is used for statistics and telephone numbers to more
easily lookup information in our internal systems.
- Notifications: App platform (Apple or Android), whether user should be notified of a parking that is running
out, diesel bans or road maintenance, and when a user makes changes to their notification settings. We have
considered it necessary to know if users want notifications or not. App platform must be saved because the
approach for sending alerts on the two platforms is different. Changes to notification settings are stored
to handle complaints and troubleshooting.
- Answer inquiries: E-mail address and any personal information that may be included in the inquiry. We need
this information in order to understand and respond to your request.
- Parking info: Tariff group, vehicle registration number, limited bank card information, price and VAT, start
time and end time, when parking was registered and updated. This information is needed for enforcing,
complaint processing and making of receipts.
- Tire wafer: Type of tire wafer (day, month, season), registration number, if the car is heavy or not at
registration time, which card was used, price, start time and end time, created time, update time, canceled
time, or previous registration number on transfer of wafer and when transfer occurred. This information is
needed for enforcing, complaint processing and making of receipts.
- Payment Information: Payment Status, Time of First Attempt, Time of Last Attempt, Number of Attempts,
Created Time, Updated Time, Any Error Code, Text and Source from Nets. This information is necessary to
ensure that the payment goes as it should.
- Card Information: We only see the last four digits of the payment card, issuer, expiration date, date added,
date deleted. This is stored so that users will be able to see which card is used when the purchase is to be
completed and on the receipt.
2 Disclosure of personal information to others
We will not pass on your personal information to others unless there is a legal basis for such disclosure.
Examples of such a basis will typically be an agreement with you or a legal basis that instructs us to disclose
the information.
The municipality of Oslo uses data servers to store or otherwise process personal information on our behalf. In
such cases, we have entered into agreements to ensure information security at all stages of the treatment. We
use the following databases as of today:
- Amazon Web Service (AWS) is the data processor for personal information. The system is owned and operated by
Bymiljøetaten, but with cloud-based storage.
- We use Visual Studio App Center to gather statistics and reports regarding errors in Bil i Oslo.
We analyze gathered data from the user segments to better understand how the Bil i Oslo app is used,
and what we can do to continuosly improve the app, and what to prioritize.
Reports from error situations, for instance when the app crashes, includes the following:
- What language was used in the app - for example "Norsk bokmål"
- What network was the phone connected to - for example "Telenor"
- Originating country - for example "Norge"
- What model phone was used - for example "Galaxy S8"
- Operating system - for example "Android 11"
- User id - for example "1337"
All processing of personal data happens within the EU / EEA area.
3 Storage time
We store your personal information as long as necessary for the purpose for which the personal information was
collected.
This means, for example, that personal data we process on the basis of your consent will be deleted if you
withdraw your consent. Personal data we process to fulfill an agreement with you will be deleted when the
agreement is fulfilled and all obligations arising from the agreement are fulfilled.
4 Your rights when we process personal information about you
You have the right to require access, correction or deletion of personal information we are processing about you.
You also have the right to demand limited treatment, objection to treatment and claim the right to data
portability. You can read more about the content of these rights on the Datatilsynet's website:

30. We will respond to your inquiry as soon as possible and no later than 30 days.
We will ask you to confirm your identity or provide additional information before we allow you to exercise your
rights. We do this to ensure that we only provide access to your personal information to you - and not someone
who stands out to be you.
You may withdraw your consent for processing personal information at any time. The easiest way to do this is to
navigate to the "My Page" page in your mobile application and press the button to withdraw your consent.
5 Complaints
If you believe that our processing of personal data does not match what we have described here or we otherwise
violate privacy laws, you may appeal to the Datatilsynet.

6 Changes
If there is a change in our services or changes to the privacy policy, it may change the information you provide
here. If we have your contact information, we will notify you of these changes. Otherwise, updated information
